No. But as @No1ne mentioned, the radial formula is a nice starting point that can help you create a custom rotation matrix in a more efficient manner. It is easy to write a function that takes a rotation axis and angle in degrees and returns a rotation matrix.
If you look at the Wikipedia page for Radial rotation, you can see that both matrices have the same order (rows and columns). We can simply convert the wiki matrix to a 4x4 matrix, so the conversion is not as complex as it seems. We can look at the wikipedia page for the jacobian to get an idea of the calculations involved.
